German startup Cylib has begun construction on Europe’s largest EV battery recycling plant, set to open in 2026. Located in Düsseldorf, the facility will recycle 30,000 tons of batteries annually. China will fully open its manufacturing sector to foreign investment, and expand foreign access in health care, including advanced technologies and wholly foreign-owned hospitals in major cities.
