Norway's higher education expenditure rose from 43B NOK in 2015 to 53B NOK in 2019, marking a 23% increase. Guided by the Norwegian Ministry of Education's strategic initiatives and the Digital Transformation Policy, this growth supports research development, digital integration, and reducing performance gaps.
